Wellens capped a man-of-the-match display on 34 minutes as his inswinging free-kick eluded everyone and went past unsighted Rovers keeper Dino Seremet.
The woodwork prevented Wellens from a second - and arguably a goal of the season contender - when, after Tranmere had lost possession from the restart, his 45-yard lob beat Seremet and hit the bar, only for Luke Beckett to miscontrol the rebound.
With a strong wind making it difficult to play pretty football, Latics' new-found defensive resilience came under the micrscope during the second half with Will Haining particularly impressive at the heart of the defence.
Mark Rankine's volley wide of goal was the nearest Rovers came, while Latics cut the gap between themselves and the League One play-off places to only four points.
